Abstract

The Design of Performance Index of Solid Waste Management is regarded to defining mathematical formulation and performance index for the management in metropolitan and big cities. The design therefore can be used by decision maker as a basic consideration in making priority of policies. The analysis comprises of identification of the influencing variables. The mathematical formulation obtained is:

Performance = 0,43(financial source) – 0,37(financial subsidies) + 0,36(transport) -  0,13(solid waste generation) + 0,29

In addition, 56% of the increasing of solid waste performance for metropolitan city is influenced by 4 variables of 9 initial variables. The necessity rates of 4 variables are: financial source (37,12%), financial subsidies (33,69), solid waste transport (18,27%) and solid waste generation (10,92%). Those variables, 70,81% of the solid waste performance defined by financial aspect consist of source and subsidies of financial. The rest 18,27% defined by operation aspect such transport factor and 10,92% defined by public participation. The study also known that the solid waste management in Balikpapan and Samarinda City are fairly good than other cities in Indonesia.
