Abstract

By 1996 the State Ministry of Living Environment issued the Minister Decree No. 48 as a guideline to control noise, which disturbed human activities and threatened the comfort level and human health. The objectives of this paper were to review sampling method that was attached to Minister Decree No. 48 by analyzing hourly noise measurement results in several cities in Indonesia; and to propose a measurement standard guideline. Measurement of noise levels were made in two ways, namely a simple way and a direct way. The simple way was done by two people. One person watched the time and gave signs for noise level recording in every five seconds during 10 minute measurement time. The second person measured the sound pressure level in dB(A) using sound level meter (SLM). Direct way was done using an integrating sound level meter, which had  LTM5 measurement facility.  LTM5 is Leq value, which was measured very 5 seconds in the measurement time of 10 minutes. Results of the comparison of  two calculations of measuremed data (firstly with 24 data, and secondly by combining 4 data at daytime with 3 data at night randomly) showed that the largest deviation was 1.8 dB(A) with a standard deviation of 0.8 dB(A). This value was still within the tolerance limit, of 3 dB(A), as stipulated by the State Ministry of Living Environment Decree No. 48.
