Abstract

Jember city is located in an elevation of 89 m above sea level. The total area of the city is 9,897.83 hectares (BPS Jember, 2005). Population of the city iss 2,141,467 and the population growth is + 0.71%. The density is 3767 people per square km. A part of the population live in dense area with lacks of infrastructure’ services. This research describes water supply availability, sanitation, and management model. The problem in basic infrastructure limitation in this densely urbanized area can be solved by empowering community participation for improving their environmental health concern. The important things which should be done for environmental pollution prevention are the provisions of water supply and sanitation, which meet the community basic needs. This can be achieved by determining appropriate strategies and actions which are based on community participation for clean water and sanitation services.
